Mersin Ticaret ve Sanayi Odası (MTSO) Yönetim Kurulu BaÅŸkanı Åžerafettin AÅŸut, ekonominin büyümesi için sadece parasal önlemlerin yeterli olamayacağını belirterek, “Büyüme için Türkiye üretime, sanayiye dönmelidir, özel sektörün önü açılmalıdır, ihracata odaklanılmalıdır.“ dedi. 

     MTSO BaÅŸkanı AÅŸut, yazılı bir açıklama yaparak Türkiye ekonomisinde devlete dayalı bir büyüme olamayacağını, Merkez Bankasının da büyümeyi tek başına üstlenemeyeceÄŸini ifade ederek, Türkiye ekonomisinin büyümesi için özel sektörün önünün açılması gerektiÄŸini kaydetti. Açıklamasında, Merkez Bankasının faiz koridorunun mevcut üst bandı olan fonlama oranını 10,75’ten 10,50’ye düÅŸürmesi ve bunun ekonomiye etkilerini deÄŸerlendiren AÅŸut, Merkez Bankasının hedef bağımsızlığı deÄŸil, araç bağımsızlığı olduÄŸunu dile getirdi. Merkez Bankasının genel olarak fiyat istikrarına odaklandığını belirten AÅŸut, “Enflasyon hedefini, büyümeyi, makro ekonomik büyüklüÄŸü devlet verir. Ekonomi yönetimi verir. Bunun sadece fiyat istikrarı bölümünde Merkez Bankası devreye girer ve fiyat istikrarını kendisine verilen hedef doÄŸrultusunda gerçekleÅŸtirmeye çalışır. Bunu yaparken kullandığı enstrümanlar konusunda bağımsızdır. Merkez Bankasının en büyük konusu enflasyonla mücadele, fiyat istikrarının saÄŸlanmasıdır. Ekonomik büyüme ise tali hedeftir. Asıl büyümeyi saÄŸlayacak maliye politikaları ve özel sektörün yatırımlarıdır.” ifadelerini kullandı.

      Gerçek büyümenin ancak özel sektörün önünün açılmasıyla olacağının altını çizen AÅŸut, ÅŸöyle devam etti: “Eskiden ‘petrolümüz, doÄŸal gazımız yok’ diye ÅŸikayet eder ve bunu cari açığın, büyüyememenin bir mazereti olarak gösterirdik. Gördük ki, bugün petrolü olan da büyüyemiyor. Sadece bu yer altı zenginliklerine baÄŸlı olan ülkeler sıkıntı içinde. Suudi Arabistan dış borç arıyor, Rusya ekonomisi kriz yaşıyor. Amerika BirleÅŸik Devletleri de en büyük petrol üreticisi ve ihracatçısı ama orada böyle büyük sorun yok. Çünkü ABD’yi özel sektör ayakta tutuyor. Türkiye üretime, sanayiye dönmelidir, özel sektörün önü açılmalıdır, ihracata odaklanılmalıdır. Bu da, inÅŸaata rant yaratmayı bırakıp, sanayi ve üretime rant yaratmayla olur.”

MTSO Chairman of the Board Åžerafettin AÅŸut:

"TURKEY SHOULD CLEAR THE WAY FOR PRIVATE SECTOR GROWTH"

Stating that financial measures alone would not be enough for economic growth, Chairman of Mersin Chamber of Commerce and Industry (MTSO) Åžerafettin AÅŸut said "Turkey should focus on production and industry, and clear the way for private sector so that they can focus on export."

MTSO Chairman AÅŸut made a written statement, and he wrote that there would not be a government-oriented growth in Turkey's economy, and the Central Bank could not take this responsibility alone, either. Therefore, Turkey should clear the way for private sector for economic growth. In his statement, he also mentioned that the Central Bank decreased the funding rate, the upper band of its interest rate corridor, from 10,75 to 10,50 and its effects on the economy. AÅŸut stated that the Central Bank did not have target independence but instrumental independence. Remarking that The Central Bank generally focused on price stability, AÅŸut said "Government determines the inflation target, growth, macro-economic growth. So does economy administration. The Central Bank can only interfere with price stability part, and it tries to determine this according to the given target. In this process, it acts independently in terms of the instruments that it uses. The biggest issue for the Central Bank is fighting against inflation and ensuring price stability. Economic growth is its secondary goal. The main elements that help economic growth are fiscal policies and private sectors' investments."

Underlining that the real growth could only happen through private sector, AÅŸut continued as follows: "We used to complain that we did not have oil or natural gas, and we used to see it as an excuse for our failure of growth. We have seen that today the ones who have oil cannot grow, either. Nowadays countries, which are dependent on only natural resources, have been in trouble.  Saudi Arabia is looking for external debt, Russia is going through an economic crisis. Although United States is the biggest oil producer and exporter, it does not have any problem like that because private sector keeps sustenance in USA. Turkey should focus on production and industry, and clear the way for private sector so that they can focus on export. We can do this if we give up creating rent for construction, and we should start seeking rent for industry and production."
